Trong không khí tưng bừng của ngày Đại Hội cũng là ngày tươi đẹp nắng ấm chan hòa của mùa xuân trăm hoa đua nở. Ban Tổ chức Đại Hội Giáo Hội Phật Giáo Việt Nam Thống Nhất Hải Ngoại tại Úc Đại Lợi - Tân Tây Lan vô cùng hân hoan cảm kích trước mối đạo tình thâm hậu mà quý vị đã ưu ái dành cho chúng tôi qua sự hiện diện quý báu trong buổi lễ khai mạc hôm nay. Thay mặt Ban Tổ Chức, xin nhiệt liệt chào mừng toàn thể chư tôn và liệt quý vị.

Kính thưa quý vị,

Nhìn lui về quá khứ hai thập niên ty nạn và định cư tại Úc nói riêng và hải ngoại nói chung, Phật Giáo Việt Nam đã đặt nền móng vững chắc và hoạt động khởi sắc. Chùa chiền và các cơ sở tu học đã được thiết lập khắp các tiểu bang, nơi nào có người Việt đinh cư. Tăng ni đa số theo làn sóng người tỵ nạn đã đến đây và bắt tay đẩy mạnh phong trào tu học Phật cho quần chúng ngày càng đa dạng hơn, có quy củ hơn, và quy tụ nhiều người hơn. Một số Tăng ni khiêm tốn khác cũng đã được đào tạo tại hải ngoại để cung ứng nhu cầu Phật sự cấp bách. Giáo Hội Phật Giáo Việt Nam Thống Nhất tại Úc cùng với Giáo Hội PGVNTN các Châu khác còn nỗ lực vận động tái lập tự do tôn giáo.và tôn trọng nhân quyền tại Việt Nam, vì Giáo Hội truyền thống tại quê nhà đã và đang bị chế độ độc tài đảng trị Cộng Sản Việt Nam đàn áp, bức chế hết sức thâm độc.

Pháp nạn quốc nội chưa lắng yên, thì Giáo Hội tại Úc bị gián đoạn sinh hoạt từ năm 1995 vì lủng củng nội bộ. Cấp Trung ương của Giáo Hội tê liệt hoàn toàn kể từ tháng 12 năm 1995 khi Đại Hội Khoáng Đại kỳ IV không được tổ chức, Chư Tăng Ni và các Giáo Hội địa phương sau hơn 3 năm ẩn nhẫn chờ đợi, gởi thư khiếu giại, trực tiếp đề nghị tìm giải pháp hữu hiệu cho đường hướng hoạt động chung, nhưng đều vô hiệu.

Vào tháng 1 năm nay (1999) Hòa Thượng Phước Huệ nguyên Viện Trưởng đã tự triệu tập đại hội không dựa nguyên tắc Hiến Chương Giáo Hội quy định, và không tham khảo Hội Đồng Giáo Phẩm Trung ương của Giáo Hội, để cho Ngài tự ổn cố chức vị Viện Trưởng Viện Hoằng Đạo GHPGVNTN UĐL - TTL của mình. Việc làm xé lẽ này của một cá nhân không thể đại diện được cho tiếng nói của Phật giáo Việt Nam tại Úc, nên buộc lòng chư Tăng, Ni đang hành đạo tại Úc phải tái lập ưu thế Giáo Hội Phật Giáo Việt Nam Thống Nhất truyền thống, để vừa nỗ lực truyền thừa mạng mạch Phật pháp, vừa đi đúng đường hướng của Giáo Hội mẹ tại quê nhà, nên từ tháng 5/1999 đã thành lập Ban Tổ Chức Đại Hội. Sau năm phiên họp cân nhắc cẩn trọng mọi việc trong các tháng 5,6,7 và 8 vừa qua, Ban soạn thảo Hiến Chế gồm 10 vị tôn đức và hai nhân sĩ trí thức Phật giáo đã tận tình làm việc và đúc kết nhiều ý kiến, để có được bản dự thảo Hiến Chế mà Đại Hội sẽ tham khảo và thông qua chiều nay.

Với tâm nguyện phục vụ chúng sanh là cúng dường chư Phật, lấy tinh thần lục hòa Tăng lữ làm phương tiện hoằng dương Chánh Pháp, cùng các Giáo Hội PGVNTN Hải Ngoại tại các Châu khác chung hòa theo đường hướng của Giáo Hội Phật Giáo Việt Nam Thống Nhất tại quê nhà, trong sứ mạng kế thừa đạo nghiệp để báo đáp hồng ân chư Phật.

Thay mặt Ban Tổ Chức chúng tôi xin chân thành tri ân và cảm tạ chư tôn và quý vị quan khách đã không quản ngại đường xa, tuổi tác, công việc bận rộn v.v... đã về đây chứng minh và tham dự Đại Hội; cùng với các phái đoàn từ các tiểu bang xa xôi như Tây Úc, Nam Úc, Victoria, Queensland và Tân Tây Lan, đã mang lại cho Ban Tổ Chức nhiều khích lệ hết sức lớn lao. Chính quý Ngài cùng quý vị đã làm động lực đẩy mạnh tinh thần Đại Hội lan xa mãi vào lòng người con Phật, và làm cho kết quả của Đại Hội sẽ tựu thành vị thế quan trọng trong lịch sử Phật giáo Việt Nam tại Úc nói riêng, và tại hải ngoại nói chung.

Trong việc tổ chức Đại Hội chắc chắn không tránh khỏi những điều sơ sót, nhất là việc tiếp đón, nơi ăn chỗ nghỉ, thật quả là đơn sơ đến mức tối thiểu trong phạm vi hữu hạn vừa với tầm tay, Ban Tổ Chức mong được quý Ngài, cùng quý vị niệm tình hoan hỷ.

Trước khi dứt lời, chúng tôi xin kính chúc quý ngài pháp thể khinh an, Phật sự viên mãn, đạo quả viên thành. Đồng kính chúc quý vị được nhiều an lành hạnh phúc để tiếp tục dấn thân trên đường phục vụ tha nhân. Thay mặt Ban tổ chức, chúng tôi xin long trọng tuyên bố khai mạc Đại Hội trong giờ phút trang nghiêm này.

Kính thưa Đại Hội,

Làn sóng người Việt tị nạn đến định cư tại xứ sở này đã gần một phần tư thế kỷ. Ngày

hôm nay Tăng, tín đồ Phật Giáo Việt Nam tại Úc và Tân Tây Lan long trọng tổ chức Đại Hội này để bắt đầu một trang sử mới của Đạo Phật tại Nam bán cầu. Có trễ lắm chăng để làm một cuộc bất đầu sau khoảng thời gian dài như vậy? Câu trả lời là tất cả pháp hữu vi vốn do nhân duyên mà thành. Sự ra đời của Giáo Hội Phật Giáo Việt Nam Thống Nhất cũng như các tổ chức thuộc Giáo Hội tại Hải Ngoại đều phát xuất từ nhu cầu cấp thiết của đạo pháp và dân tộc. Nếu giữa hai thế làm và không làm đều bị chỉ trích, thì tốt hơn hãy hành động, vì làm như vậy nói lên sự can đảm và tinh thần trách nhiệm. Trong hoàn cảnh hiện nay của đất nước là Giáo Hội tại Việt Nam, chúng ta quả thật chỉ có con đường dấn thân là thái độ thích đáng nhất. Xin chân thành tán thán tâm nguyện hy sinh cao cả của quí Ngài, Quí vị.

Người Phật tử Việt Nam tại Hải Ngoại có ba sứ mạng thiêng liêng phải thực hiện:

Một là thể hiện niềm tin của mình. Mười mấy năm về trước, khi nói về sự việc một số đông đảo người Việt Nam rời quê hương bằng những cuộc hành trình thập tử nhất sinh tìm tự do, có người nói rằng đó là cuộc bỏ phiếu bằng chân. Đó là một thí dụ điển hình về thái độ dám sống chết cho những gì mình tin tưởng. Đạo Phật không thể là một tôn giáo của từ bi, trí tuệ, hùng lực nếu không đào tạo được những Phật tử dám quên mình vì hạnh phúc tha nhân. Mỗi chúng ta là sản phẩm của những gì mình hấp thụ. Chúng ta không những chỉ tin Phật mà còn phải thể hiện được rằng niềm tin ấy có làm chúng ta khoan dung hơn, sáng suốt hơn và can đảm hơn không. Hơn thế nữa, trước những bế tắc trong ngoài, chính niềm tin cho chúng ta sức mạnh vươn tới những gì nằm ngoài tầm nhìn cũng như Đức Phật đã dạy trong Sutta Nipata: người vượt đại dương bằng niềm tin. Chính lòng tin vô hạn đó đã là chất sống của những vị lãnh đạo Giáo Hội mà gần hai mươi năm trường chưa bao giờ khuất phục trước bạo lực và luôn luôn xác chứng giá trị tồn tại của Giáo Hội với đất nước Việt Nam.

Sứ mạng thứ hai của Phật giáo Việt Nam hải ngoại là góp phần hoằng dương Phật Pháp. Nhìn vào cộng đồng các sắc tộc Phật giáo tại đây chúng ta đều thấy mỗi dân tộc có cống hiến của mình. Một câu hỏi thường được đặt ra là Phật giáo Việt Nam có bản sắc gì ưu việt so với các quốc gia khác? Thậm chí có người nói rằng đạo Phật Việt chỉ là một phó bản của Phật Giáo Trung Hoa. Nhìn chung chúng ta có thể nói rằng Phật Giáo Việt Nam có một hoàn cảnh rất đặc biệt. Sự tiếp cận của các tông phái Phật giáo đã tạo thành một tụ điểm không tìm thấy ở bất cứ quốc gia nào khác. Không phải chỉ riêng về mặt tư tưởng mà cả đến tổ chức. Điển hình là Giáo Hội Phật Giáo Việt Nam Thống Nhất. Một đặc điểm khác là tinh thần phụng sự quốc gia của cả hai giới xuất gia và tại gia. Phật giáo Việt Nam đã không lựa chọn thái độ bàng quan trước những thăng trầm của đất nước. Một số lớn những Phật tử Tây phương nói rằng họ bắt đầu chú ý đến đạo Phật khi đọc về sự hy sinh vô úy của Bồ Tát Thích Quảng Đức. Trước sự tiếp xúc là tương liên ngày càng chặt chẽ hơn của các nền văn hóa trên địa cầu, Phật giáo Việt Nam quả thật có nhiều kinh nghiệm để chia xẻ.

Sứ mạng thứ ba của chúng ta là hỗ trợ Giáo Hội tại Việt Nam. Không cần phải nói nhiều ở đây về hiện tình cam go mà Giáo Hội đang phải trải qua Chắc chắn một điều là nếu tại hải ngoại các tổ chức thuộc Giáo Hội càng vững vàng thì hỗ trợ càng tích cực cho công cuộc giải trừ pháp nạn. Bắc nhịp cầu liên đới giữa các tổ chức Phật Giáo là trách nhiệm lớn nhất của chúng ta.

Mỗi thành viên của Giáo Hội phải ý thức rõ về tinh thần kết hợp. Chúng ta đẩy mạnh tổ chức địa phương không phải vì tinh thần phe nhóm. Trước sự phân hóa bắt nguồn từ những yếu tố nội giới lẫn ngoại giới, công việc đó thật sự khó khăn. Sự kiên nhẫn, hy sinh là những chất liệu giúp chúng ta hoàn thành sứ mạng của mình. Dù thế nào thì hôm nay hầu hết các tổ chức Phật Giáo Việt Nam Hải Ngoại đều sinh hoạt trực tiếp hay gián tiếp dưới danh nghĩa Giáo Hội PGVNTN. Sở dĩ như vậy chính vì tôn chỉ cao quí của Giáo Hội và đức độ dấn thân sáng ngời của chư tôn giáo phẩm trong nước. Chúng ta ý thức những khó khăn nhưng cũng không quên các thành tựu hết sức khích lệ.

Chúng tôi tin rằng Đại Hội Giáo Hội PGVNTN Hải Ngoại tại Úc Đại Lợi và Tân Tây Lan hôm nay, hội đủ những điều kiện cần thiết để chúng ta tiếp tục lên đường với những sứ mạng thiêng liêng nói trên. Với tất cả tùy hỷ và tin tưởng, chúng tôi nguyện cầu hồng ân Tam Bảo, chư thiên thần hộ pháp gia hộ đại hội thành công viên mãn.

Thưa Quý quyểnệt vị,

Phát xuất từ động lực thiết yếu phụng sự Đạo Pháp và Dân Tộc, tôi quyểnệt quyểnệt tán dương công đức của quý quyểnệt vị Tôn đức cùng toàn quyểnể Tăng, Ni, Phật Tử và cầu chúc đại hội GHPGVNTN/HN Úc Đại Lợi và Tân Tây Lan thành công viên mãn.

Kính thưa Quý quyểnệt vị,

Đại Hội Phật Giáo Úc-châu mặc nhiên là một tiền đề quyểnởi động cho các Đại Hội Phật Giáo kế tiếp ở các châu lục khác, mở ra một tầm nhìn cho một giai đoạn lịch sử của Giáo Hội chúng ta. Nếu Giáo Hội trong nước cứ bị Nhà nước cộng sản tiếp tục đàn áp thì, các Giáo Hội Hải Ngoại, sẽ là một tác nhân chính quyểnức, có đủ tư cách pháp nhân, quyểnạt động theo đường lối của Giáo Hội quê nhà và Hiến Chương quy định.

Xác minh tầm nhìn và hướng đi của Phật Giáo Việt Nam trong đệ tam thiên niên kỷ tới, tôi tin tưởng, kỳ vọng chư Tôn Đức và Quý quyểnệt vị Tăng, Ni cùng toàn quyểnể Phật tử Úc châu, Tân Tây Lan, cũng trong đại hội này, đặc biệt lưu tâm, quán triệt sâu sắc nội dung ba văn bản đã được phổ biến trong đại hội VIII tại Hoa Kỳ trong tháng 5/99 vừa qua:

1. Thông điệp Hướng về quyểnế kỷ XXI của Viện Tăng Quyểnống.

2. Diễn văn khai mạc Đại Hội kỳ VIII của Hòa Thượng Viện Trưởng Viện Hóa Đạo.

3. Bản nhận định vị quyểnế của Giáo Hội Phật Giáo Việt Nam Quyểnống Nhất.

Ba văn kiện trên quyểnẳng định lập trường, quan điểm hành xử của Giáo Hội trên bước đường Quyểnằng dương chính pháp, quyểnể hiện lý tưởng Tịnh độ nhân gian.

Tôi cầu chúc chư Tôn đức trong Tân ban lãnh đạo GHPGVNTN/HN Úc Đại Lợi - Tân Tây Lan, sau khi được đại hội cung cử sẽ phát huy hết mọi quyểnả năng hầu thích nghi với hoàn cảnh diễn biến từng giai đoạn; biết linh quyểnạt áp dụng những công việc đối quyểnị quyểnữa “xuất quyểnế và nhập quyểnế” để phụng sự Đạo pháp và Dân tộc một cách hữu hiệu.

 Thay mặt Hội đồng Lưỡng viện GHPGVNTN, tôi:

- Cầu chúc quyểnệt vị Tôn đức giáo phẩm pháp quyểnể được khinh an, chúng sinh dị độ.

- Cầu chúc Chư Tăng, Chư Ni cùng toàn quyểnể Phật tử và đồng bào hiện sống trên nước Úc - Tân Tây Lan được hưởng mọi phúc báo trong ơn che chở của mười phương Chư phật.

- Cầu chúc tình hữu quyểnị Úc - Việt tốt đẹp.

- Cầu chúc Đại hội thành công viên mãn.

Thưa Quý Liệt vị,

Ý thức được sứ mệnh của Phật Giáo cho thiên niên kỷ tới, cùng với tâm nguyện độ sanh, một lòng vì Đạo Pháp, Dân Tộc và Chúng sanh. Sau Đại hội VIII của Giáo Hội tại Hoa Kỳ thành công mỹ mãn, nay tôi được biết Chư Tôn Đức và Tăng Ni Phật Tử tại Úc và Tân Tây Lan đã vượt mọi chướng duyên cùng hòa hợp chung lo tổ chức ĐHGHPGVNTN/HN tại Úc Đại Lợi - Tân Tây Lan để suy cử Tân Ban lãnh đạo. Thay mặt Giáo Hội quê nhà tôi kính gởi lời tán thán công đức chí nguyện cao cả đó.

Nguyện cầu Hồng ân Tam Bảo gia hộ cho Chư Hòa Thượng, Thượng Tọa, Chư Đại Đức Tăng Ni và Toàn thể phật tử vô lượng An Lạc - viên thành Phật sự.

Xin cầu chúc Chư Tôn Đức trong Tân ban lãnh đạo, điều hành GHPGVNTN/HN tại Úc và Tân Tây Lan kiên định lý tưởng, lập trường của Giáo hội để công cuộc phụng sự Đạo Pháp và Dân Tộc thêm phần hiệu quả.

Chúng tôi vừa nhận đước thư fax của Ban Tổ Chức Đại Hội về việc cung thỉnh quang lâm chứng minh Lễ Khai Mạc Đại Hội GHPGVNTN Hải Ngoại tại Úc Đại Lợi và Tân Tây Lan vào ngày 10-12/09/99 tại Chùa Pháp Bảo, NSW.

Trong ba tháng An Cư Kiệt Hạ tại Tùng Lâm Linh-Sơn, chúng tôi phái liên tục hành Phật sự, nhất là việc giảng huấn Tăng Ni và Phật tử. Vì thế nên nay sức khỏe suy yếu, không tiện đi xa được. Chúng tôi xin thưa, không thể đến chứng minh Đại Hội được vì lý do sức khỏe, mong quý vị hoan hỷ thông cảm.

Nguyện cầu hồng ân Tam Bảo thùy từ gia hộ cho Đại Hội được mười phần như ý và cầu chúc quý vị pháp thể khinh an, chúng sinh dị độ.

I thank our Master of Ceremonies, and I acknowledge the Most Venerable Representatives that we have here today from all around the world.

I am delighted to have been able to accept the invitation of the Venerable Thich Bao Lac and the Venerable Thich Quang Ba, cá nhân well cá nhân the representatives of the Patrons. I am delighted to be here with my wife, Heather, and the Premier’s representative and many other distinguished community leaders that I know.

I want to first, in the spirit of reconciliation that we have here in Australia, to  acknowledge that here at St Johns Park the traditional owners are the Eeora aboriginal people and I pay tribute to them.

I am delighted to be here for the official launch of the Unified Vietnamese Australian Buddhist Congregation here in Australia and New Zealand.

I know it is a very important occasion for the Vietnamese Community and I very  much wanted to be here and be able to share at least a few moments with you. I apologise very much in advance that my own programme today requires me to be in a large number of places. I have to be in Parramatta at a quarter to eleven because the former Govenor is opening a large facility there.

But in being with you, and making this effort to be with you, I wanted it to be understood that in the context of Australia, the Vietnamese Community and Buddhist Vietnamese, in particular, played a very significant role in the development of this nation and in the maintenance of our multicultural character and, in establishing very much that it is intended to be a unifying characteristic of this nation. I think Buddhism is very much about that unity, it is about living in harmony, and of course, here cá nhân this occasion with the establishment of this new congress we have the opportunity, I think to ensure through your organisation that the Vietnamese Buddhist Community is able to link effectively, not only here within Australia, but internationally, and I think it will play a significant role in establishing, within the wider community, an understanding of our Vietnamese Buddhist friends.

So I congratulate the congress in its efforts in meeting, particularly the spiritual and cultural needs of Vietnamese Buddhists here in Australia. It will be a body, cá nhân I  understand it, that will be arranging many activities which bring together people of the gleat variety of linguistic, cultural and religious backgrounds that we have here in Australia; and to provide a better understanding of Buddhism in particular. And in that sense, I have cá nhân doubt that it will contribute significantly to the harmony and unity of our multi-cultural society here in Australia.

For our international visitors, cá nhân I say that we are a society here that believes very strongly in freedom. Freedom in every sense, but particularly freedom of religion. It is in that context that our multi-cultural society is able to function effectively; because in doing so we come together to learn from each other. It means, I think, that here in the Australian community we cá nhân have a community that has a very, very strong understanding of where all of the great religions come from, what they teach, and why. In this sense over the past fifteen years the Vietnamese Community has been growing very significantly, at a time when Buddhism, itself, has been growing significantly. Buddhists in Australia come from a great variety of different linguistic and cultural backgrounds as well, but it has been the fastest growing non-christian religion in this nation in recent years . And today Buddhism is amongst the third … I should not say “amongst “ … it is the third largest religion in Australia and numbers over a hundred thousand people.

In May of this year our Prime Minister launched a report. It was entitled “Australian Multi Culturalism for a New Century - Towards Inclusiveness”. I know Thich Quang Ba was there because he did it in Canberra. And that report was important because it focussed very much upon the issue of “inclusiveness”, how we achieve “inclusiveness” while acknowledging and gaining the maximun benefits from our cultural diversity. And the report itself argues very strongly upon the need to raise awareness about our cultural diversity and in that context I think, it took up, very much, the point that is demonstrated by Buddhist philosophy, that you can build bridges between communities. And so, it is in that context, that along with other religious groups in Australia, Buddhism has a commitment to the principles associated with universal dignity, freedom of religion, and intolerance. And here in Australia we will continue to reap the benefits of our cultural diversity, when we put

that emphasis upon the value of each individual to be able to make their choices and in turn to share the common commitment to the principles and structures of our society.

And I am confldent that in your discussions and in your work here at this congress there will be great beneflt not only for Buddhists but for the Australian community as a whole to derive from your discussions. I am confident that with the leadership that you have, the objectives will be achieved, and I want to take this opportunity to wish the Unified Vietnamese Australian Buddhist Congress here in Australia and New Zealand every success over this weekend and every success in the years to come.

REPRESENTING THE PREMIER OF NEW SOUTH WALES
 

Venerable Thich Ho Giac, President of the Executive Council of 2nd Office of the Insitute for  Propagation of the Dharma, UBCV in the United States and I must thank the Executive Council, Most Venerable [and Venerable] Thich Nhu Hue and Bao Lac and the General Secretary Thich Quang Ba for organising this congress in New South Wales.

It is a great pleasure to be here today and representing the Premier of New South Wales, the honourable Bob Carr. The Premier would love to be here, but due to his  previous engagements he could not make it, so he sent me on his behalf.

On behalf of ... I must recognise Quang Luu ... there, my old friend, Quang, from SBS Radio, that's him over here ... thank you Quang.

Members of the Buddhist Faith are a significant part of the community. They are members of a religion being recognised by a growing number of Australians of all backgrounds. According to 1996 Census that Buddhism [has] now almost eighty-two thousand in our community. This has increased by 40% since 1991. Vietnam-born Buddhists make up around about 32% of all Buddhists, so it's clear that Buddhism has a significant influence in the life of many Vietnamese Australians today. Buddhism is the fastest growing religion after Christianity and Islam. We might ask ourselves why this is the case. It may ... It's only about the miglation of Buddhism to New South Wales from other parts of the world. Buddhism teaches love, peace and harmony, aspirations that a diverse society aspires to.

Events such as today provides Buddhism with an ongoing impetus, which is needed to keep Buddhism alive for those who practise Buddhism. You might know that the New South Wales Government is committed to ensure the people of culturally diverse backgrounds and faiths, can give expression to these in their new homeland.

New South Wales was the first state to enshrine the principles of cultural diversity in legislation. This ensures that our culturally diverse community has the support of government policy when practising their beliefs in so many cultures in terms of our society today.

I thank you once again for inviting me here today, on behalf of the Premier of New South Wales. And for those guests from overseas, I welcome you to New South Wales. Have a lovely time. Thank you.

I am very sorry but I have to got to leave, myself. As you will know we have local government elections; and I am one of the candidates in Fairfield; plus I have three other commitments this aftemoon. So you will have to excuse me as I have to leave straight away. Thank you very much.

Distinguished Buddhist Fellows,

Arising from the vital motivation to serve the Buddha Dharma's Ways and our people, I highly commend the merits of all Honourable Members of the Sangha, Bhiksus, Bhiksunis, Buddhist believers, and I pray that the Congress of the Unified Vielnamese-Australian Buddhist Congregation of Australia-New Zealand achieves complete success.

Distinguished Buddhist Fellows,

The Buddhist Congress in Australia is naturally a preamble to give rise to other Buddhist Congresses in succession in other continents, to expand a vision for an historic period of our Unified Buddhist Church of Vietnam (UBCV). If inside Vietnam, the UBCV continues to be suppressed by the communist government of Vietnam, then the UBCV's Churches Overseas are offlcial representatives, having full legal standing, and operate in accordance with the policies and the stipulated Constitution of the UBCV in our motherland.

Affirming the vision and the orientation of the Vietnamese Buddhism in the next third millennium, I believe and have expectations in all Members of the Sangha, Bhiksus, Bhiksunis and Buddhist believers in Australia and New Zealand, in this Congress, to pay special attention and to see clearly through the contents of the three documents presented at the 8th Congress (of UBCV) in the United States last May 1999.

1. The Message on the Orientation of Vietnamese Buddhism in the 21st century by the Sangha Council.

2 . The Opening Address of the 8th Congress of the Unified Buddhist Church of Vietnam by the Most Venerable Head of the Institute for the Propagation of the Dharma.

3. The assessment on the position of the  Unified Buddhist Church of Vietnam.

The above three documents affirm the position, the point of view of the UBCV for the Propagation of the Dharma, realising the ideals of Pure Land in this world.

I pray that all Members of the Sangha in the new Offlce Bearers of the Unified Vietnamese-Australian Buddhist Congregation of Australia-New Zealand, after having been elected by the Congress, will develop all the abilities to adapt to the changing sit­ations of every periods of our times, will know how to apply flexibility in your work in relation to between "the out of this world and the worldly" ones, with the objective to serve the Buddha Dharma's Ways and the people effectively.

On behalf of the Sangha Council and the Institute for the Propagation of the Dharma of the Unified Buddhist Church of Vietnam, I wish:

That Honourable Members of the Sangha attain Peace and Happiness, to accommodate and serve sentient beings.

- That Most Venerables, Venerables, Bhiksus and Bhiksunis, Buddhist believers and my fellow compatriots living in Australia and New Zealand receive merits under the protection of all Buddhas in the ten directions.

That the diplomatic relations between Australia and Vietnam be always excellent.

That the Congress achieves complete success.

In the Joyful atmosphere of the Congress and on such a beautiful sunny day of spring with huhndreds of flowers blooming, the Organising Committee of the Congress of the Unified Vietnamese Buddhist Congregation of Australia - New Zealand (UVBCANZ) is delighted and deeply moved by your moral supports that you have kindly given us through your presence at the opening ceremony today.

On behalf of the Organising Committee, I warmly welcome Honourable Members of the Sangha, the Honourable Minister and our Distinguished Guests.

Honorable Minister and Distinguished Guests,

Looking back into the past two decades of settlement of Vietnamese refugees in Australia in particular and in other countries in general - Vietnamese Buddhism has established its solid foundation and operates successfully. Buddhist temples, pagodas and religious learning institutions have been established in all states wherever Vietnamese people settle.

The majority of monks and nuns have also settled with their refugee compatriots and they have encouraged the movement to learn and practice Buddha Dharma in the community with more forms, better disciplines and larger number of believers. Also a modest number of Bhiksus and Bhiksunis have been trained overseas to address the urgent needs of studying the Dharma and spiritual guidance of Buddhists.

The UVBCANZ in Australia together with other UBCV on other continents have also endevoured to advocate to bring back the freedom of religion and belief, and respect for human right in Vietnam since the traditional UBCV in our motherland has been and is being currently suppressed and cruelly persecuted by the dictatorial communist regime in Vietnam.

While persecution OFUBCV in Vietnam continued, the religious activitles of the UBCANZ Australia, due to internal discord since 1995, where interrupted. The Central Sangha Council of the Church became totally paralysed in December 1995 when the 4th Congress was not organised. The Bhiksus and Bhiksunis and the Buddhist Congregations at local level after more than 3 years of patient waiting, writing letters of appeal, direct proposals to find effective solution for the direction of common religious activities was ineffectual.

Last January 1999, showing his disregard for the principles of the Consitution of the Church and without consultation of the Supreme Ecclesiastical Council, the most Venerable Thich Phuoc Hue, former Head, organised himself a conference so that the Most Venerable could consolidate his position as Head of the Institute for the Propagation of the Dhamla of his own United Vietnamese Buddhist Congragation of Australia and New Zealand.

This separate action of an individual cannot represent the voice of Vietnamese Buddhism in Australia, therefore other Members of the Sangha, Bhiksus and Bhiksunis, who are practicing in Australia, have been forced to re-establish the primary status of the traditional UBCV, to continue the transmission of  the Buddha  Dharma Linage, and at the same time to follow the true path of the Mother Church of the UBCV in Vietnam.

Since May 1999, after the Organising Committee for the Congress was set up and during its five meetings in the months of last May, June, July and August all issues were considered very carefully.

The Constitution Committee, comprising ten Honourable Members of the Sangha and two lay-scholars, has been working with devotion to condense many ideas for the  draft Constitution that the Congress will study and consider its passage this aftemoon.

With the noble vow to serve sentient beings as an offering to all Buddhas, in the spirit of harmony within the Sangha as the means to propagate the Dharma and working with other overseas branches of the UBCV in accordance with the policies as  stipulated in the original constitution of the UBCV in the motherland we can complete the task of transmitting our Dharma heritage in gratitude for the blessings bestowed upon us by all the Buddhas.

On behalf of the Organising Committee, I would like to sincerely thank the  Honourable Members of the Sangha, Honourable Members of Parliament, and Distinguished Guests for your witness and attendance at the Congress without regard for the distance, advanced age, or work commitments, etc …

You, together with delegation from other States such as Westem Australia, South Australia, Victoria, Queensland and New Zealand, all of you, have given great encouragement to the Organising Committee.

It is you Honourable Members of the Sangha, Honourable Minister, Distinguished Guests who have been the motivation for the spirit of the Congress to be taken further into the hearts of Buddhists, to transform the outcomes of the Congress into important milestones in the history of Vietnamese Buddhism in Australia as well as overseas.

In organising the Congress there may certainly have been many shortcomings in the reception, accommodation and facilities for our Honourable and Distinguished Guests. As our resources are not great and our capacity is somewhat limited by circumstances the Organising Committee hope that you will forgive these shortcomings.

In conclusion may I respectfully with Honourable members of the Sangha that you receive the peace of the Dharma-body, merit in your Buddhist practice and attain Perfect Bodhi-wisdom.

I would like to respectfully with the Honourable Minister, Distinguished Guests, Peace and Happiness to continue your commitment on the path of compassion to benefit other people.

On behalf äf the Organising Comminee, I formally declare the Congress open from this solemn moment.

Venerable Members of The Sangha,

Ladies and Gentlemen,

Today is a new chapter in the global history of Vietnamese Buddhism in the Southern Hemisphere. The Conference of Vietnamese Buddhists from Australia and New Zealand have been long overdue, given that Vietnamese refugees have settled on the shores of these lands well over a quarter of a century ago. The formation of the Unified Vietnamese Buddist Congregation, like many other Buddhist organizations, arises out of the needs of the people. Between action and passivity, we must choose to act given the dire conditions of our homeland and the Congregation in Vietnam today.

Vietnamese Buddhists abroad have three precious missions to carry out:

The first mission is to practice our faith. Over a decade ago, the waves of Vietnamese refugees who risked their lives in the quest for freedom seemed to defy all common practicalities and reasons. But we have survived and prospered. This is an example of how people can put their own well beings at risk for what they believe in. Buddhism would not be a religion of compassion and wisdom if it could not produce followers who are not willing to sacrifice themselves for the sake and well being of others. We can not passively believe in the Buddha's teachings alone. In contrast, we must experience and ask ourselves whether our faith can enable us to become more empathetically forgiving, wise, and compassionate. As the Buddha taught in the Sutta Nipata: "One can cross the ocean on faith . Our faith can give us the power to transcend what is beyond our limited perspectives. It is precisely this boundless.

Faith that has has been the lifeblood of our Clergy leadership in Vietnam for nearly twenty years as they continually face governmental oppressions. Their enduring survival is a testament to the value of the Unified Vietnamese Buddhist Congregation to our homeland and heritage.

The second mission of the Vietnamese Buddhist community abroad is to contribute to the pursuit of Buddhist studies and practices. There are those who feel that Vietnamese Buddhism is merely an offshoot of Chinese Buddhism. But just as each ethnic Buddhist community has its own unique qualities, the Vietnamese Buddhist community also offers its own brand of individuality. This individuality is embodied in the Unified Vietnamese Buddist Congregation, where Vietnamese from different schools of Buddhism are able to come together in the spirit of religion and patriotism. This union of many different training and thoughts under one roof is an ideal unique to Vietnamese Buddhism.

Furthermore, Vietnamese Buddhists, clergy and laymen alike, are united in patriotism. We do not remain in apathy admist the chaotic vicissitudes of our homeland. In fact, there are Westem Buddhists who say they first began to take notice of Buddhism when they read about the fearless sacrifices made by the Boddhisattva Thich Quang Duc for basic human rights. As the Age of Global Economics increasingly brings the Peoples of the world closer together.Vietnamese Buddhists will no doubt be able to share their experiences with others in the new World Culture.

Our third mission is to support the Unified Vietnamese Buddhist Congregation in Vietnam. It is not necessary to revisit the current trials and tribulations of the Congregation our homeland. Instead, it is imperative to remember that, as representative organizations of the Unified Vietnamese Buddhist Congregation abroad, we are our Congregation's windows and voices to the world. We will benifit our Congregation at home only by solidifying our unity to one another through communication and empathy at the local level. The strengthening of each local organization is not meant to be divisive. Rather, the Might of the whole is only as good as the sum of its parts. While we acknowledge the many obstacles in our path, we are encouraged by the lofty ideals of our Congregation and the noble examples set forth by our Clergy leadership in our homeland. With unity, perseverance, and selfless sacrifices, we will accomplish our mission.

It is my belief that this Conference of the Unified Vietnamese Buddhist Congregation here today symbohzes our readiness to bear down our obstacles and complete the missions aforementioned. With all my faith and well wishes, may the blessings of the Triple Gems pave the way to success for the missions of this Conference.
